Why isn't Winston smiling?

Is it because:
1. Helen told him to stand on a box to be the same height as the women - and he's still the shortest in the photo.
2. He just realised that his fly is undone and he is hiding it with his hands.
3. The person who is taking the photo is an immigrant.
4. He is sick of being the most foreign minister in the House.
5. He`s just been told that Phil Goff is the Cabinet Minister for Foreign Affairs.
6. He spilled some Chardonnay on his tie, so his new tie clip is not in the photo.
7. Helen wouldn't let him stand next to Peter Dunne, because she's the tallest,Peters the shortest and people will notice that.
