was the cop really doing 149kph?

A cop was caught speeding doing 149 kph. The cop was understood to be of or above a senior sergent rank. If he had been clocked at 150kph he`d have immediately lost his licence for 28 days, as he would have been 50k's over the speed limit.

The media reported that the cop didn’t get a ticket on the spot, but it was posted out to him later. He was not charged with dangerous speed.

Could it be - and this is just an opinion here, not an allegation - that the delay was because the cop was doing more than the 149kph and the cop that issued the ticket didn’t want his work mate to lose his licence, and discussed it with his bosses before issuing the ticket?
