it's a bit on the nose

A 72-year-old woman was refused a prosthetic nose after surgery left her badly disfigured. Her nose was removed because of cancer. She was refused the operation because she was too old and because she lived in a rural area which meant her risk of infection was low.

Yet, an 18-year old who blew off his nose in a P-lab explosion at the same time gets a new nose after six weeks.

What's going on? Does anybody know if it was funded by ACC?
